Title: Call for a facilitator to train on Advocacy 

Program: Connection for Peace: Powerful Local Peacebuilding and Policies 2024-2031

1.0 Background and Project Description

Center for Conflict Resolution (CECORE), in partnership with Global Partnership for the Prevention of Armed Conflict (GPPAC) and with financial support from the Dutch Ministry of Foreign Affairs (MFA), is implementing the context-specific, locally-led and impactful peacebuilding “Connection for Peace: Powerful Local Peacebuilding and Policies 2024-2031” program. This program is implemented in Uganda and within GPPAC Eastern and Central Africa (ECA) regional network.

The project aims to achieve two primary objectives:
• Foster the sustainability of local peacebuilding efforts through the development of Local Infrastructures for Peace.
• Strengthen the rigor and realism of peacebuilding policies.

As the convener of the SDG16+ Working Group and GPAAC partners in Uganda, CECORE will leverage its leadership in the localization of Sustainable Development Goals (SDGs), climate security action, peacebuilding, and the engagement of youth and women in community peacebuilding initiatives. Currently, the SDG16+ Working Group faces significant challenges in effectively communicating, advocating for, and amplifying the impact of its critical work especially in policy influencing. This call is thus designed to address these identified advocacy and Policy Influencing gaps.

2.0 Objectives of the facilitation

The primary objective of this facilitation is to enhance the capacity of the SDG16+ Working Group and GPAAC ECA members in Uganda to effectively communicate, advocate for Policy Influencing and amplify their peacebuilding and SDG localization work. 

The facilitator will: 

1. Foster Advocacy Skill Development: Enhance the advocacy skills of Working Group members and other actors, enabling them to effectively engage with decision-makers, build strategic alliances, and mobilize support for policy changes that promote peace, justice, and inclusive societies in Uganda.

3.0 Scope of the work

The facilitator will be responsible for a comprehensive advocacy skills development for the SDG16+ Working Group and other actors in Uganda, operating under the “Connection for Peace: Powerful Local Peacebuilding and Policies 2024-2031” program. The scope of work will encompass, but not be limited to, the following key areas:

  • 1 day preparation for the work
  • 2 days of actual training of the participants.
  • 1 day to prepare the report.
  • Build the skills of the participants.
  • Help develop messages
  • Produce a report.

4.0 Deliverables and Timeline

The facilitator will be responsible for the delivery and technical quality of the final product. All deliverables shall be submitted to  Center for Conflict Resolution (CECORE) in accordance with the stipulated timeline 

5.0 Proposal Submission

Offerors must send the following documents.
i) Signed CV including names of at least 3 referees.
ii) Cover letter setting out: A statement of how the applicant meets the qualifications and experience requirements.
iii) Submit Financial Proposal

Facilitation Proposal should be sent via email to info@cecore.or.ug not later than
14th October 2025 at 5:00 PM.
